Wissenschaftskommunikation als Ausweg aus der Legitimationskrise? Die Rolle der Mesoebene

Staatlich finanzierte wissenschaftliche Einrichtungen stehen unter einem doppelten Legitimationsdruck mit Blick auf Wissenschaftskommunikation: einerseits stehen sie im Wettbewerb mit anderen Einrichtungen und müssen Organisationsinteressen bedienen, andererseits erwartet die Öffentlichkeit, dass ihr relevante wissenschaftliche Erkenntnisse angemessen vermittelt werden. Zunehmende Medienpräsenz von Wissenschaftler.innen und der Organisationen selbst nährt indes Skepsis an der Uneigennützigkeit und dem Vermittlungsanliegen. Einen Ausweg könnte eine verstärkt dialogorientierte direkte Kommunikation mit Teilöffentlichkeiten darstellen, was potentiell den Widerspruch zwischen Wissenschafts-PR und Vermittlungspraxis aufzuheben vermag. Allerdings sind auch hierfür geeignete organisationale Strukturen notwendig, damit der Wandel der Wissenschaftskommunikation tatsächlich vollzogen werden kann. Denn: Wissenschaftler.innen können nicht beliebig für die Kommunikationsanliegen ihrer Organisation mobilisiert werden.

Das Habilitationsprojekt nähert sich aus governancetheoretischer Perspektive in vier Teilstudien der Untersuchung der Wissenschaftskommunikation auf der Organisations- bzw. Mesoebene, die analytisch zwischen Wissenschaftler.innen (Mikro) und Wissenschaftssystem (Makro) zu verorten ist. Insbesondere Hochschulen werden in den Blick genommen. Als zu schließende Forschungslücken gelten hierbei Aufgabenteilung und Partizipations- bzw. Vermittlungsorientierung der organisationalen Wissenschaftskommunikation, ihrer Bedingungen und Wirkungen sowie das Verhältnis von Wissenschaftkommunikationsaufgaben mit anderen Aufgaben der Mesoebene. Hieraus wird ein Modell synthetisiert, das die legitimatorischen Funktionen der Wissenschaftskommunikation mit den konkreten Organisationsstrukturen verknüpft.

State-funded scientific institutions are under a double pressure to legitimise science communication: on the one hand, they are in competition with other institutions and have to serve organisational interests; on the other hand, the public expects relevant scientific findings to be communicated appropriately. However, the increasing media presence of scientists and the organisations themselves is fuelling scepticism about their altruism and their desire to communicate. One way out could be more dialogue-oriented direct communication with partial publics, which could potentially resolve the contradiction between science PR and mediation practice. However, suitable organisational structures are also necessary for this, so that the change in science communication can actually be implemented. After all, scientists cannot be mobilised at will for the communication needs of their organisation.

The habilitation project approaches the investigation of science communication from a governance-theoretical perspective in four sub-studies at the organisational or meso level, which can be analytically located between scientists (micro) and the science system (macro). Particular attention is paid to universities. The research gaps to be closed are the division of tasks and the participation and mediation orientation of organisational science communication, its conditions and effects, as well as the relationship between science communication tasks and other tasks at the meso level. From this, a model is synthesised that links the legitimising functions of science communication with the concrete organisational structures.
